QSP of Ceramic Plates for Coatings

The development and implementation of the Materials, Components and Construction Systems Qualification System (SiMaC) has shown that the possibility of reducing costs, without compromising quality, depends on the coordination of public and private agents to progressively increase the technological development of the sector, the improvement of management methods and product conformity levels.

This coordination takes place within the scope of the Quality Sector Programs, through which the sectoral entities of manufacturers of construction products develop actions aimed at the technological growth of the sector, and combating production that does not comply with the relevant Technical Standards, observing the guidelines of the PBQP-H (Brazilian Habitat Quality and Productivity Program).

ANFACER (National Association of Ceramic Manufacturers for Tiles, Sanitary Ware and Similar Products) was founded in 1984 with the purpose of representing the Brazilian ceramic tile industry nationally and internationally. It represents a sector made up of 94 companies, which operate 117 industrial plants in 18 states.

ANFACER is the entity that maintains the Quality Sector Program (PSQ) for Ceramic Plates for Coating and the Ceramic Center of Brazil, a non-profit and third-party private law entity, is the Technical Managing Entity of the Program.

The Sector Program for the Quality of Ceramic Tiles for Coating has the following objectives:

  • Monitor the quality of ceramic tile manufacturing.
  • Encourage product compliance with technical standards.
  • Encourage industrial and market technological evolution aiming to increase specific demand for quality and compliance with standards.
  • Establish a system for reducing the possibilities of irregular offers to the end consumer, especially those characterized as intentional non-compliance and that may violate the Consumer Protection Code, as well as highlighting, highlighting and publicizing companies that are producing in accordance with current standards.
  • Provide information that allows the fight against systematic non-compliance.
  • Establish whenever necessary, a review of the current PSQ, in order to provide specific mechanisms that guarantee that the products sold present performance that meets the needs of users and does not harm competitive equality between manufacturers.

The quality of ceramic plates for coating various water absorption groups is currently being evaluated: Porcelain tile, AI, BIa, BIb, BIIa, BIIb and BIII. Sampling is carried out when shipping from factories or at resellers of construction materials. These samplings are quarterly. The collected samples are sent to LabCCB or another laboratory accredited by Inmetro’s General Accreditation Coordination and the results are transmitted to the companies and published in sector reports.

PSQ of PVC Frames

ASPEC PVC (Brazilian Association of Manufacturers of PVC Frames, Profiles and Components) is a non-profit organization that brings together manufacturers with the goal of promoting a production chain with higher quality focused on meeting the needs of the market and consumers.

In view of this commitment to quality outside the PVC frames sector, ASPEC PVC acts as the entity that maintains the PVC Frames Sector Quality Program (PSQ), which was founded in 2014. The activities involved in the sector program include sampling in participating companies, development of standards, classification of companies and assessment of the conformity of the production chain.

Currently, the technical management of the PVC Frames Quality Sector Program is being carried out by the Brazilian Ceramic Center (CCB), which is a private, non-profit, third-party entity whose objective is to develop and implement technical standards, certify the quality of products in the civil construction chain and quality and environmental management systems (ABNT NBR ISO 9.001 and ABNT NBR ISO 14.001).

In addition to the PVC Frames Quality Sector Program, the CCB also acts as the Technical Management Entity for the PSQ for ceramic tiles for covering. Together with Sinaprocim, it develops technical activities for two product quality programs: Prefabricated Slabs and Fiber Cement Tiles, the latter of which also has a partnership with the National Association of Fiber Cement Tiles (ANF).

As a Certifying Body accredited by the General Coordination of Accreditation of Inmetro, the CCB has been acting as a participant with manufacturers of Ceramic Tiles for Coating, Ceramic Tiles and Blocks, Concrete Tiles and Adhesive Mortars. In view of the above, this document aims to present the main requirements and criteria used by the PVC Frames Quality Sector Program, the program’s reference standards and the classification of the companies evaluated by the program.

PSQ of PVC Frames

The objectives of the PVC Frames PSQ are:

  • That the target products are able to achieve and maintain the desired quality in accordance with the normative criteria established in the PSQ;
  • Provide program participants with confidence in the continuous improvement of their target products so that quality, according to normative criteria, is being achieved and maintained;
  • Combat systematic non-compliance by providing relevant technical information to the sector;
  • Encourage technical compliance of the product with standards;
  • Provide confidence to product buyers that the intended quality is being achieved and maintained in the products supplied;
  • Establish a system to reduce the possibilities of irregular offers to the end consumer, especially those characterized as intentional non-compliance and which may violate the Consumer Protection Code;
  • Highlight and publicize companies that are producing in accordance with current standards;
  • Encourage commitment to sectoral integrity and ethical-legal behavior.

The following PVC frames are the target products of this Program (PSQ):

  • Sliding window with white rigid PVC profiles, with 2 sheets of laminated glass, with nominal dimensions of up to 1.60m x 1.60m with integrated blind;
  • Sliding window with white rigid PVC profiles, with 2 sheets of laminated glass, with nominal dimensions of up to 1.60m x 1.60m without integrated blind;
  • Sliding window with rigid PVC profiles in white, with 2 single glass sheets, with nominal dimensions of up to 1.60m x 1.60m with integrated blind;
  • Sliding window with rigid PVC profiles in white, with 2 single glass sheets, with nominal dimensions of up to 1.60m x 1.60m with integrated blind;
  • Maxim-ar window with white rigid PVC profiles, with 1 sheet of laminated glass, with nominal dimensions of up to 1.20m x 1.20m;
  • Maxim-ar window with white rigid PVC profiles, with 1 sheet of laminated glass, with nominal dimensions of up to 1.20m x 1.20m;

Target products are considered to be all the windows designated above, produced, imported, marketed or distributed by the participating companies, in all brands owned by them or by third parties and in all manufacturing units.

Quarterly sampling is carried out at the factories’ dispatch by the technical team of the CCB – Certification. The samples are sent to laboratories accredited by the General Coordination of Accreditation (Cgcre) of Inmetro selected by the EGT and the results are presented to the companies and disclosed in the sector reports.
